Report Types

Which department may create each kind of report, and which may read it. This is where you decide that your Fire/EMS members do not open arrest reports, and that dispatch can read a citation without writing one.

The grid

Report types run down the side, departments across the top. Each cell has three settings:

Means
No accessThe type does not appear anywhere in the CAD for that department
ReadThey can open and read existing reports, but cannot create new ones
Read + createThey can create and edit — and therefore also read

Reading and creating are set together on purpose. There is no way to give a department the right to create a report it cannot open afterwards, because that is never what anyone means.

Changes save the moment you click. There is no Save button.

Who sees it on the civilian side

Below the department grid is a second, separate setting: per report type, which of the people named in a report get to see it in their own civilian portal.

Everyone attached to a report carries a role — suspect, victim, witness, other involved. Here you decide, for each type, which of those roles is told about it.

What you start with, and why:

TypeVisible toBecause
Arrest, NTA, Citation, WarningSuspectthe person it is written against gets their copy; nobody else named needs one
Investigationnobodyan open case file does not inform the people in it, not even its own subject
Trespass Notice, Protection OrderSuspect and Victimboth sides are meant to hold a copy of a standing order
Patient Care ReportVictimthe patient is recorded as the victim, and gets their own copy

Most types are about one main person, and on most of them that is the Suspect — the person the paper is written against. Investigation has none: it is about an event. The Patient Care Report is the other exception: its main person is the patient, recorded as the Victim, and a report holds one patient. That is why its row reads Victim where the others read Suspect. A report whose type needs a main person cannot be published without one.

These are defaults, not rules. If your community wants witnesses to a trespass notice to be able to show it, click Witness on that row. If you would rather a victim never sees the arrest report, click Suspect off — nothing stops you.

Empty means nobody here. That is the opposite of the department grid above, where empty means everyone, and it is why this is a separate block rather than four more columns. On the department grid a type nobody could read would make existing case files vanish, so the screen refuses it. Here "nobody" is a real answer — Investigation ships on it — so clearing the last role is allowed and does exactly what it looks like.

This is about the civilian portal only. It does not change who in the department can read the report; that is the grid above. And it never reaches into a draft: only published reports are visible to anyone outside the department, whatever you set here.

The role names are yours. They come from your community's own list of party roles, so if you have renamed Victim to something else, that is what shows up here and in the report editor.

You cannot add your own types

The types ship with the CAD. You decide who uses them and whether they are available at all — you do not add one of your own. A report type is more than a name: it carries its own paper layout, its own fields and its own rules about charges and subjects, and those are not things a settings screen can produce.

If your community needs a type that does not exist, tell us.

Turning a type off

The switch on the left of each row takes a type out of circulation.

It only blocks creating new reports. Every report already filed under that type keeps its label, its colour and its paper, and stays readable by anyone who could read it before. Turning a type off closes the door; it does not rewrite what is already on file.

That is also the answer to "how do I stop anyone from writing these" — use the switch, not the access grid.

The one thing the screen will refuse

You cannot take the last department off a type. Try it and the change is refused with a message pointing you back at the switch.

The reason is worth knowing: an empty list means everyone, not nobody. It is the same rule everywhere in the CAD — a type that nobody at all could read would make existing case files vanish, which reads as lost data rather than as a setting. So the screen refuses to save the one change that would silently mean the opposite of what you clicked.

What you will notice after changing it

  • Access follows the unit someone is signed on as, not their Discord roles. An admin who is off duty will not see the effect on their own screen — sign on first if you are checking your own work.
  • Changes apply the next time someone loads the CAD.
  • If a department ends up with no type it can create, the screen says so. Their new-report button will be there but empty.

What this changes for people who play both sides

A member who plays police and Fire/EMS used to see all of their own reports in Reports whichever side they were signed on as. With the default settings they now see only what that department may read — so signed on as Fire/EMS, their own arrest reports and citations are no longer listed.

Nothing was deleted. Sign on as police and they are all there. The count of what is hidden is shown at the bottom of the list so nobody has to guess.

Defaults

Every community starts with the same set, and it matches how the CAD already worked: Arrest, NTA, Citation and Warning for police and dispatch; Investigation shared with Fire/EMS as well, because a fire investigation is written by SAFR and read by both. Trespass Notice and Protection Order are police only to write, with dispatch reading along — a dispatcher does not bar someone from a property they are not standing on, and does not serve a court order.

Change it if your community works differently. There is no wrong answer here that you cannot click back.
