Witness Reports & Server Controls

Two layers over the same feature, and it is worth being clear about which is which.

Set byScope
Witness Reports (admin)owner or delegated adminwhether the feature exists for your community at all
Server Controls (dispatch)any on-duty dispatcherwhether it is accepting reports right now

Admin decides whether the switch exists. Dispatch decides whether it is on.

info

This is not the Witness role. Two unrelated things share the word.

Witness reports — this page — come from locals: fictional bystanders in the game world. The CAD watches for things that happen there and, on the odds you set per event, has a local call one in. No player is prompted and nobody plays the witness; it is the world reporting itself.

The Witness role is one you give a real person listed on an incident or a report, alongside Suspect, Victim and Other Involved. That one is set per report type in Report Types, and turning this page off changes nothing about it.

The witness system

Enable witness reports turns the feature on for the community. Underneath it you set, per kind of event — an explosion, shots fired, a fire, a brawl — whether a local ever calls it in, how likely that is, and who receives it. Staff share one roll: if it lands, the call reaches LEO, SAFR and dispatch together as an incident on the board. A civilian service has its own odds and gets a task in its pool instead.

Turned off here, the dispatcher's Server Controls toggle disappears entirely — which is the intended way to retire a feature your community does not use, rather than leaving a switch that nobody should touch.

The dispatcher's switches

On the dispatch console, Server Controls carries four runtime toggles: witness reports, the civilian 311 form, and two live call routing switches deciding whether in-game /911 and /311 ring a dispatcher or go straight to a form. They apply community-wide, live, and the next dispatcher on shift inherits whatever the last one left.

That split is deliberate. Pausing intake because the queue is drowning is an operational decision to be made in the moment by whoever is working, not a settings change that requires an admin. See Server Controls.

Advice

Leave 311 enabled by default. It is the civilian portal's main way to reach you, and switched off it does not look broken — it just quietly stops producing calls, which is exactly the kind of thing nobody reports for a week.

Decide the witness odds once and then leave them. They set how alive your world feels: high, and a shot fired anywhere reliably brings someone running; low, and players have to report things themselves. That is a question about the pace you want your shift to have, not a setting to revisit weekly — and moving it often makes the board unpredictable for the people working it.

A high chance on a common event is the one to watch. Shots fired happens far more than an explosion does, so the same percentage produces a very different number of calls. If the queue is filling with automatic work, lower the odds on the frequent events before you start switching whole triggers off.
